Story:

Francine's ex-boyfriend who is still in love with her. She broke up with him when she met Freddie. Chuck and Francine had a very amorous love affair, quite the opposite of Francine's subsequent relationship with Freddie.

The highlight of the affair was a wild trip to Cancun which resulted in photographs Francine was horrified to discover still existed when she confronted Chuck and Freddie in Chuck's apartment (see Immortal Enemies). Chuck had been keeping the photographs along with the string bikini that Francine wore that weekend (and gave to him on the plane ride home) in a shoe box under the bed. (Freddie now has these items and refuses to return them or destroy them, despite Francine's threats).

Chuck became a victim of Darcy Parker's dark world when he began dating Rachel and allowed her to move in with him. Rachel later turned out to be working for Darcy and using Chuck to approach Katchoo and Francine. Chuck suspected something was wrong when he found a gun in Rachel's purse and when she seemed to have no qualms about discussing Francine, even during sex! When Rachel left the bewildered Chuck, she hurt him, and we mean really hurt him. With his pride and body wounded, the bitter Chuck put two and two together when he saw a later newspaper article about Rachel marrying a presidential candidate, and sicked the Feds on her, ultimately helping to bring down the Parker empire.
